Express lanes are designed for traveling long distances at high rates of speed. Drivers in these lanes are not expecting a slow-moving vehicle. If someone is driving a car in the regular lanes and wants to switch into the express lanes, their car will be entering the lane from a complete stop or, minimally, a very slow speed. It can take several seconds for the entering car to reach the full highway speed of 65-70 miles per hour. If a car is already traveling in an express lane at 65+ miles per hour and sees a slow-moving car enter the lane, they may not have enough time to slow down to avoid hitting the entering car. Additionally, the car already in the express lane may slam on the brakes so hard that they lose control of the car and flip over or crash. If there is inclement weather, the car already in the express lane could skid into another lane, car, or object when they slam on the brakes to stop the car.
